DokMa 2004 Festival Regulations
About the Festival
Documentaries in Maribor - DokMa 2004 - is a documentary film festival, held between the 2nd and 6th of November, 2004, in Maribor, Slovenia.
There are four (4) categories of the Festival programme: the Main Programme, the InterRegional Retrospective, the Great Documentaries and the Parallels.
In the categories Main Programme and Great Documentaries, invited films will be screened from 35mm, 16mm film prints or Beta SP PAL video cassettes.
The Festival accepts applications for the categories InterRegional Retrospective and Parallels.
In addition to the film screenings, the Festival offers a deeper insight into documentary film through the workshop of documentary film theory and the lectures of invited documentary film makers and other guests.
Eligibility
Eligible for participation in the InterRegional Retrospective are European documentary short and feature films, produced in non-EU countries in the past five years and available in Betacam SP PAL, DVD, VHS PAL or computer formats.
Eligible for participation in the programme Parallels are other short and feature documentary films, shot on video in the past five years and available in Betacam SP, DVD, VHS or computer formats. PAL system is acceptable.
Submission
Prospective parties make a submission by sending a completed entry form, together with a preview copy of the film and stills from the film, to the following address:

All submissions from outside Slovenia must be marked: “No commercial value. For cultural purposes - festival pre-selection only!". Entrants are requested to inform the Festival of the mailed submissions to festival(at)dokma.net.
Deadline for sending submissions is September 20th, 2004 (postmarked).
One submission is required for each work. Entry forms may be copied. The festival submission requires no entry fee.

Selection
The selection is made by the Festival Selection Committee and will be announced on the festival web page after October, 15th, 2004. The decisions of the Selection Committee are final.
Productions in any way connected with any of the Selection Committee members cannot be accepted
for the Festival programme.
Preview copies
Only DVD, VHS (PAL) and computer formats (on CD-ROM) are acceptable as preview copies. Films in English may be submitted without subtitles, others should be subtitled in English language.
The costs of transport of preview copies offered for selection are not covered by the Festival and must be bourne by the Entrant.
Preview copies are not to be returned and shall remain in the Festival archive unless special requirements and prepayment are made on time.
Screening copies
The appropriate film prints or other allowed formats have to be in Maribor no later than October, 31st, 2004. The shipping instructions for film prints will be discussed with producers and distributors of invited films.
The costs of transport of screening copies to the festival must be bourne by the Entrants. The Festival covers return shipment of screening copies according to the Entrants instructions.
The Festival will return the screening copies to the Entrant within thirty (30) days after the closing date of the festival, unless other arrangements have been made in this respect.
The Festival can not be responsible for loss or damage through post or handling. The Festival will insure the safety of film prints during the time they are in Slovenia, to the extent of covering the costs of a new print (after presentation of original invoice).
Invitations
The Festival will offer accommodation and meal allowance to directors whose films are chosen for any of the festival programme categories.
The Festival will ensure the reimbursement of travel expenses to the directors of documentary films, invited to the Main Programme and the Great Documentaries, who confirm their arrival to Maribor before October, 15th, 2004.
The Festival will pay a cash amount covering maximum 40% of the travel expenses to the directors of documentary films, who, in case of being selected for the InterRegional Retrospective or the Parallels, confirm their arrival to Maribor in the appropriate column of the Entry form. If a film is made by several directors only one will be entitled to the above support.
Directors coming to Maribor from a destination less then 500 kilometers away, are entitled only for partial bus or traintickets reimbursements. All directors who accept the travel support have to present the original invoice for the used traveling ticket.
Obligations on selection
During the festival no selected film may be screened outside the Festival venues. Films in any of the programme categories may be screened no more than three (3) times during the Festival. Additional screenings require special permission from the producer of the film.
Rights
Each Entrant taking part in the festival confers on the festival DokMa the right to present the work on any media or public screening for non-commercial purposes and promotion of the festival.
The Entrant bears the responsibility that all rights necessary for the public screening of the film are adequately cleared.
Participation in the festival DokMa implies recognition of the present Regulations.
The Festival has the right to settle all cases unforeseen in the Regulations as well as to permit exceptions from the Regulations in special, well-founded cases.
